Egypt and Libya’s eastern administration on 17 September signed an MoU to collaborate on electricity and renewable energy, as Benghazi seeks deeper energy ties with its eastern neighbour.

The agreement was signed in Benghazi by Mahmoud Esmat, Egypt’s Minister of Electricity and Renewable Energy, and Belqasim Haftar, the son of eastern commander Khalifa Haftar and head of the Benghazi-based Libya Development and Reconstruction Fund (LDRF), which has managed massive infrastructure and reconstruction efforts in eastern and southern Libya since 2024.
