On 30 August, representatives of Libya’s rival factions signed a UN-facilitated agreement aimed at resolving disputes over electoral laws and reforming the national electoral body ahead of national elections planned within two years.
The Small Convening Agreement (SCA) was signed in Tripoli by members of a small committee known as the 4+4, comprising two representatives from each of Libya’s four main political and security institutions: the Tripoli-based Government of National Unity (GNU) and the Benghazi-based Libyan National Army (LNA) command and the two parliamentary chambers – the High State Council (HSC) and House of Representatives (HoR).
