Dubai In 2.4GW Coal Award

The Hassyan Energy JV between Dubai utility Dewa (51%) and Saudi private power developer Acwa (49%) has awarded an engineering, procurement and construction (EPC) contract to Chinese state firm Harbin Electric and US conglomerate General Electric to build the 2.4GW Hassyan-1 coal-fired power plant in Dubai.

Acwa claims Hassyan-1 will be “the first clean coal power plant in the Middle East.” It will incorporate four GE 600MW supercritical steam generators, which promise higher efficiency than conventional steam turbines and incorporate flue gas desulfurization units.

Acwa says the four units will be brought online sequentially, with start-ups scheduled for March 2020, March 2021, March 2022 and March 2023. Dewa and Acwa recently signed a 25-year power purchase agreement for the plant, with Acwa promising a power price of $0.045/kWh. The plant will be developed as an IPP (MEES, 10 June).
