Iraq’s Prime Minister has started an audit of the work of the various ministers in an effort to root out inefficiency and corruption. But where does it all start and where will it end?

New reports have shed light on the incompetence that characterized the post-war reconstruction era when Coalition Provisional Authority was in charge of running the country in the years that followed the US-led invasion of March 2003. Although Iraq often makes international lists as one of the most corrupt countries in the world, the critical post-war months failed to rebuild Iraq along the democratic lines that Washington had promised to foster.
