King ‘Abd Allah City for Atomic and Renewable Energy (KACARE) published on 21 February a white paper (www.kacare.gov.sa/cpp) setting out its plans for procurement of 54gw of renewable electricity generating capacity by 2032. KACARE has set a deadline of 5 April for comments on the white paper’s proposed competitive procurement process (CPP), which includes an initial three bid rounds aimed at developing 5.5-7.8gw of renewables capacity.

KACARE says: “In the evaluation of proposals, wind, solar photovoltaic (PV), solar thermal or concentrated solar power (CSP), geothermal and waste-to-energy projects will be evaluated in separate tranches. Following the introductory round, there will also be additional tranches for hybrid renewable generating facilities, remote/off-grid projects and other technologies. For remote/off-grid areas, all technologies will compete against one another.” Solar projects are expected to dominate the renewables mix, with KACARE having earlier set targets of 25gw CSP and 16gw PV capacity by 2032.
