Soaring summer temperatures have wreaked havoc across North Africa this month as extreme heat strained power grids and plunged several cities and regions into darkness, exposing aging infrastructure and gas supply gaps.
Rolling power cuts lasting up to 12 hours a day in some parts of the region triggered anti-government protests in Libya and Tunisia over poor services and official mismanagement.
