A new proposal by Libya’s NOC to address an ongoing power crisis could see the revival of a controversial gas development project that has been on ice since 2023 (MEES, 1 December 2023).

NOC’s plans to award a $4-5bn contract to develop around 3tcf of gas reserves on subsidiary Agoco’s NC-7 block in the Ghadames basin to a consortium grouping Italy’s Eni with France’s TotalEnergies, UAE state firm Adnoc, and Turkey’s TPAO had stalled in a bitter dispute between state institutions over contractual terms and revenue sharing (MEES, 22 December 2023).
