US Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov have agreed on a “Framework for Elimination of Syrian Chemical Weapons.”

Syria, for its part, has agreed to join the Organization for the Prohibition of Chemical Weapons effective 24 October, and submit a report within a week (by 21 September) on the chemical stocks in its possession. Under the framework, the initial inspection of the chemical weapons sites that the Syrian government declares must be completed by November. Equipment for producing chemical weapons and filling munitions must also be destroyed by November. There is to be “complete elimination of all chemical weapons material and equipment in the first half of 2014,” the framework says. (CONTINUED - 411 WORDS)
