US Secretary of State Marco Rubio arrived in the Gulf this week seeking to reassure regional allies that negotiations between Washington and Tehran will not undermine their security or restrict traffic through the Strait of Hormuz. In his first stop in the UAE capital Abu Dhabi, he declared that the vital waterway would remain open to all without tolls.
