Kuwait’s Ministry of Electricity, Water and Renewable Energy (MEWRE) signed a 25-year Energy Conversion and Water Purchase Agreement (ECWPA) with Saudi Arabia’s Acwa Power and its local partner Gulf Investment Corporation (GIC) this week for the 2.7GW, 545,000 m³ Az-Zour North 2&3 independent water and power project (MEES, 15 August 2025).
The plant will be Kuwait’s second IWPP and the 3 February signing ceremony took place on the sidelines of this week’s Kuwait Oil and Gas Show, witnessed by PM Sheikh Ahmed Al Abdullah Al Sabah, Saudi Arabia’s Energy Minister Prince Abdulaziz bin Salman and MEWRE minister Subaih al-Mukhaizeem.
