Libyan state firm Zallaf Oil and Gas has launched the second phase of its long-stalled South Refinery project as part of ambitious plans to develop the country’s downstream sector despite financing obstacles.

Having concluded the initial technical and design phase for the 30,000 b/d refinery near Ubari in the southwestern Murzuq Basin (see map), the NOC subsidiary has now progressed to the second phase, which involves building the refinery’s main components, according to a 21 July statement.
