The Iran-Kuwait offshore border is one of the last undermarketed borders in the region. This uncertainty flares up periodically, typically when either party sets in motion plans to develop the Dorra gas field which Iran states extends into its territory, where it is called Arash. Dorra lies in the offshore section of the Partitioned Neutral Zone (PNZ), and while it is in Kuwaiti rather than Saudi territory, all oil and gas fields in the PNZ are shared 50:50 between the emirate and Saudi Arabia.

Saudi Arabia and Kuwait announced plans in March 2022 to develop the field, and within a matter of days Iran had slammed the move (MEES, 1 April 2022), and announced its own plans to develop ‘Arash’ (MEES, 15 April 2022). (CONTINUED - 335 WORDS)
