NOC is building a new 30,000 b/d refinery as part of plans to tie together projects surrounding the 300,000 b/d El Sharara field in the Murzuq basin of the country’s deep southwest. The refinery also provides a shot in the arm to a long-standing ambition to revitalize and upgrade Libya’s crumbling downstream.
