Serious issues regarding the distribution of oil revenues are at the heart of Libya’s economic and security problems, according to the chairman of Tripoli-based National Oil Corporation.

“Oil revenues are not being distributed transparently and communities believe they are being discriminated against,” NOC chief Mustafa Sanalla told the Chatham House MENA Energy conference in London on 30 January during a whirlwind trip where he also met with numerous oil companies.
