A poor voter turnout at Libya’s elections this week diminished hopes that a new parliament could provide the basis for an inclusive government capable of halting the country’s political fragmentation.

Fewer than half of the eligible Libyans cast their vote in elections on 25 June, marred by violence and security concerns that kept polling stations closed in some cities.
