Until the setting up of the center, Iran had a fixed official or reference exchange rate of $1=IR12,260 applicable to imports of medicines and basic foodstuffs only, and a floating free market rate of around $1=IR25,000 for other imports and foreign exchange needs.

The CBI now identifies 10 categories of imports with varying priorities as far as access to foreign exchange is concerned.
