The never-ending wait for first oil from Kuwait’s Lower Fars heavy oil project is set to drag on longer. State news agency Kuna reported this week that first oil is targeted for August, at 11,000 b/d. In December, state upstream firm KOC expected first oil in June, with August output in excess of 20,000 b/d (MEES, 14 December 2018), before reaching full Phase-1 output of 60,000 b/d from the Ratqa field in December. Full output may now not be reached until 2020. Kuwaiti officials had stated in January 2018 that the project was planned to reach 60,000 b/d by mid-2019 (MEES, 19 January 2018). Eventually, Lower Fars is slated to produce 430,000 b/d in 2040-41, although with Kuwait’s oil and gas sector in upheaval there is a high chance of this target being changed.
